I agree that you may be able to get lucky by low-balling this guy, but I think DD is mistaken about the origins of this scooter.
I believe this scooter is owned by a man named Jason James. He is a writer. One of his ill-fated projects was called "This Space for Rent". It was a sit com/drama about some slacker/gen x/y folks that are living in a rooftop apartment on Hastings across from Save on Meats... They filmed a few episodes, it ran on the CBC, and then it went no where. The CBC did give a bike away as part of a contest, but that isn't this one. Anyway, one of the characters in the movie rode this bike. When filming was over, Jason James ended up with the bike.
He contacted me, and asked me how much it'd be worth. I certainly didn't tell him $5000. He's got no interest in riding it, and I guess the sentimental value just isn't there.
I'd wager you could offer him 3k and ride it away. If anyone's interested, I could put a word in for you with Jason.

a rooftop apartment on Hastings across from Save on Meats... Screw the scooter. Let’s see if Jason still has a line on the apartment. Sounds like it would have been on top of the Grand Union....which would make a great location for WSCE club house. I hear there are some really cheap places to drink around there....
