I also called a registry agent here in Calgary and confirmed that they do not need a title for anything. The agent said that the only time that a title is required is at the import/export phase. However, this thread has conflicting reports with some people claiming a title is needed to import and others claiming that they have successfully imported legitimately through Canada Customs with no title.
So the question remains: Will Canada customs absolutely require that I have a title to import it?
Just answering my own question from last year in case anyone in the future needs this info.
You *can* import a scooter from the USA without a title. However, this will only work if the state that you are exporting from does not issue titles for the type of scooter you are importing. This may vary depending on the size of engine, top speed, and age of the scooter.

Most states do title vintage scooters though so if you find an old scooter without a title in a state that titles vintage scooters you will have to have the seller obtain one through a titling service (or directly through his state) if you want to import it. Additionally, your province may require a title for an imported vehicle. I can only speak for Alberta which does not require a title, only proof of current ownership.
Also, I don't think it has been explicitly explained in this thread that duty (6.1%) is not assessed on vehicles over 25 years old, only GST and PST. This means any USA-market Vespa produced in the 80s will not be assessed duty (so anything older than a P125X/P200E and as of 2009, even the last "vintage" Vespa sold in the USA, the PX150E).
My friend in Florida finally obtained a title through ITS in late fall so I will be able to import it any time I want now. Just waiting for spring...
